If you could please answer some questions that'll help us figure it out for you.
- did the game run normally without issue before you reached that specific mission or area? any crashing or lag?
- which mods do you have? even if they're from bethesda. every mod may break, or break the game in conjunction with others, so every single one of them is important.
- when exactly does it crash? when you reach the location? turn on your radio for the signal? open the building's door? reach any specific location in the building?
Check your mods for things that alter ANY physical locations or landscape like Greg says. There might be some issues with scripting, or it's trying to load landscapes that have been broken by something.
If you make a MANUAL SAVE and make careful note of its specific time stamp in case you have others after, disable your mods and try to load the area with just a normal no-mod method. I don't know which mods you're using so I can't say whether that would break it hopelessly or if it might help.
If you have a load order list of the mods you're using that might also be of a lot of use.
This is why I strongly and always recommend running through the main game at least once without any kind of mods. That way you know when you add one that it'll affect one or another thing specifically.
Try removing the fog? Since they are apparently 'too big to bother with a real bug reports section' (a red flag for me personally, I do not trust it when a modder is so overconfident that they're not allowing real reports on Nexus mods) that's the only thing that strikes me as being a 'real one to kill performance' as they say in their post about bugs.
I can't remember whether there are any specific settlements near enough to Greentech that would make much difference, for the other one? WHICH clean up mod are you using?
Looking at the interactive map (which is quite cool https://fallout4map.com/) Greentech, the Cambridge Crater, ticon, and other such locations in a radius there have been SUPER BAD for me too but only on this specific run I'm doing.
Are you allied with the Brotherhood? Do the Vertibirds go over and do they tank your fps? I couldn't even cross the river in that area without coming to a slideshow halt but I don't know whether that's because they are nearby, or it's just my stupid game acting up or what, myself. But there definitely is a tie between the BoS's traveling bullet rain salesmen and lag.
For example, some players report that under Greenetech there is a large number of miscellaneous objects. My theory is that a mod author, unfamiliar with the co-ord system, might do something like moving a scrapped or deleted object to xyz co-ordinates 0,0,0. Instead of being moved to the corner of the map and outside the borders as one might expect with 0,0,0 the items are plonked right at the map centre.
Similarly moving the player within ugrids range might cause a similar hiccup. In my early days of playing my character would sometimes almost completely become unmovable when walking on the south of the Charles River. My theory is that the character might have come within ugrids range of Greenetech and triggered a bug.

Disable it, finish the quest, and also do the vertibird ride to the prydwen ( since you fly over greentech) once you're done you reenable and avoid the area like a plague.
or if for whatever reason none of those worked then it might be a different mod affecting that area, use console commands to teleport into the building then teleport out.
