120FPS are the limit with the High Physics Mod. Anything above will mess up dialogues and stuff. Mod still works like charm.
As for OPs issue, Im very familiar with that but I couldnt really solve it over the years so the sweet spot is just too cap your FPS to your likings (anything up to 120FPS with the High Physics Mod) and then tab out during the loading screen.
1) Set monitor to 100-144hz if capable, Freesync or G-Sync On.
2) Set drivers to use Enhanced Sync (AMD)/Fast Sync (nvidia).
3) Disable V-Sync in Launcher options (as well as Weapon Debris as mentioned above).
4) Set your FPS cap in Drivers to the number you set in (1).
