Report a translation problem
assuming you have weapon debris off, 60 fps set etc, try loading a very early save that works. then when the game is loaded, load the save you want
1. Missing MASTER file - meaning you uninstalled a mod that another mod depends on. Either re-install that mod or uninstall the dependent mod.
2. Corrupted save - not much you can do here except maybe run FallRim Tools and clean any unattached scripts. There's no guarantee that this will correct the problem but its a shot. Otherwise, do as Hawkeye suggested in the above post.

Lower your video settings and get rid of the free Hi-Res Texture Pack if you have it installed. You might be running out of VRAM. Disable GodRays and make sure your FPS is capped at 60. There's lots of threads addressing this issue, just google.
