I've reinstalled and verified files and the game doesn't even open after I press play on the launcher

Run your game borderless windowed and see if that helps. If you are using a very wide or high-refresh monitor that may compound the problem. But you should be able to launch it windowed to reach the settings.

This just happened to me but I had it happen about 3 months ago. Bethesda ended up having me jump through a lot of hoops and finally uninstall Steam which fixed it. Unfortunately, doing that this time didn't fix it. I just installed a RTX 4080 Super card, so that might have something to do with it, so I'm going to reinstall the Nvidia drivers and see if that does anything.

Yes if you have a new video card which far exceeds fallout's normal range (which that one does by a good 6 years worth of releases) you will need to tweak your install to let it USE that card properly.

I have the same issue on deck oled.
Last night it was fine. This morning it seems to time out after launching executable.

So far I tried a few versions of Proton, but that didn't help.
Will go verify the game files now.

On my deck it works again. Not sure which action did the trick.
verified game files, freed up some space on disk, checked OS version, set Steam to always use the most recent version of Proton (was set to 9.0 is now hotfix), ran storage maintenance tools, rebooted inbetween several times.

OK news flash

I did a hard reinstall. Where I deleted all my files and then started it up with vanilla and mods. It worked

BUT now its not working again, same issue fade to black on startup and cuts out immediately. I'm going to try and troubleshoot this again

Found out it was the mod see through scopes, clashed with a different mod

And this is why it's vital to read every single bug report and comment section for things BEFORE installing mods. If you've got new problems, go backwards through your 'latest installed' mods if you got them from nexus. The download history is your best friend there!
