settler timer & conditions
I need settlers, lots of settlers so i need an effective way recruit them, i have collected these informations so far, still it appears random.

+ it tries to send a settler once for every 24 in-game hours
+ it calculates a percentage by using happiness value, it sends 1-3 if it rolls above the value

unknowns:
+ is it at midnight? at the same hours everytime? like 00:00, workshop produces food and water in awkward hours, does it do it at the same time?
+ do i need to leave the settlement area? do i need to move around?

> what it the most effective way? sleep and wait? go to workshop mode? do nothing?

Do nothing.

Go to your other settlements, tend them. Do missions. The settler numbers will take care of themselves.

Or, get a spawn settler button. Or spawn them manually. Or go to a settlement with more than you want and send them TO another.

well, I can't leave sanctuary, and i don't have any other settlement. I will have to stay until a spesific level, like 20. It's survival and i don't have console access (and actually i wouldnt want to use it) I'm trying to do it in vanilla way..

how do you guys make tons of populations? I slept for 3 days and even settlement workshop is still empty, no food no water was produced.. it just appears at random times, and settlers come at the same moment i guess.. what's the correct way to do that? sleping 24 hours doesnt just trigger settlement production..

While you can isolate the exact time and place for settlers to appear in the settlement, since it's never going to be a large number, I found it more useful for avoiding "ugly" settlers (or nonghouls, when I was making an all-ghoul settlement). The settlers can just materialize right in front of you if you know where they'll appear, making it easy to check.

Other than that it's just a matter of keeping the settlement happy and well-supplied, making sure you don't have more than a few unemployed, and waiting. I'd either just sleep/wait the time out or fill it in with settlement building and other activities.

Just by paying attention to where and when they show up, and narrowing down the exact time and place with observation (and saving/loading if you're not playing survival).

It's made easier if you play around in build mode while you're waiting since you can keep an eye on exactly when the population increases, then look around to see where the new people showed up. Saving and reloading allows you to quickly backtrack and be ready to investigate the right place at the right time.

By having more than one settlement recruiting settlers, and moving them to the single settlement you want populated. Automatron radiant quests can also let you recruit settlers and send them to a settlement (even one that has already reached the settler cap). Neither method is available to you of you are only sticking to Sanctuary.

There are two timers. An in-game timer, where 24 in-game hours must pass. And a real-time timer, where enough actual time must pass before the settlements will do their thing again. This one isn't too long. It is less than a half hour if I remember right. Basically, you can just keep skipping time by sleeping/passing time in a chair.

Get your Charisma up, and wear a Charisma outfit, when you are in Settlements.

Send settlers from other Settlements.

The more Charisma you have, the more Settlers you can get. Amount of Settlers have in a Settlement has a limit, according to your Charisma level. Check your Charisma Stats and keep it high, and stay in your Settlements.

But it's slow... without enough Charisma, you can't even send Settlers to your Settlement, after a certain amount has been reached.

Checklist...
High Charisma when in Settlements
Dress for Charisma in Settlements
Stay in Settlements
Send Settlers into other Settlements that you want them in

Yeah a self-imposed exile to one settlement won't help you gain anything, you actually need to play the game to get things.

or just stop playing in survival and enjoy the benefits of being able to crank your CHA up to 30 and have an actual town full of people.

But also I want to impose a bunch of really challenging restrictions on myself and STILL have it all regardless.

lol yeah. If you want to have a town and population, you're going to have to give somewhere else. It's not something that you will easily be able to do without being incredibly frustrated, as you've already noticed.

If you enjoy one part of the formula but don't care for the other, it's time to change up which you are doing so you CAN enjoy that other part, but ... like, you literally cannot have both without compromise.

(In survival mode) I got 6 charisma then had Starlight drive in running a radio recruitment beacon. I sat at red rocket and built and saved along the way. Every now and again I would bring clothing and weapons and send the settlers off to farms further away. Every time I traveled to the settlement with new people, I would be called back to tend another raid. Most times, I got back and it was over. It's rough running the show all by yourself.

It's certainly not impossible, since I've done it, but it does come with a number of restrictions (and for me, part of wanting to do it was addressing the challenge).

I sorely felt the lack of parts that are only unlocked by visiting Vault 88, though being able to access the magazine ones would have been nice. Naturally, it wouldn't be an issue in a game where I wasn't refusing to leave Sanctuary and picked some other site in the Commonwealth,
