Is there a way to give proper names to settlers?
Any commands or mods?

Maybe a mod called Alias - Settlers?
Gives them randomised names

I've not used the mod though (there's a few for different factions like the Gunners too) so i have no idea how compatible they are or how well they work.

There have been threads in the past discussing console commands to rename settlers but also widely reported that many can't get them to work. I've never cared that much about the settlers to go through the trouble of renaming them, especially since they could very easily die. There are mods for pretty much everything, I'm sure there are several mods for renaming settlers or npcs. Have you tried searching nexus mods for instance?

Random given names is not something I'm looking for but thanks for the suggestions, anyway.

I just want the ability to type something myself such as, say, "Synth" or something silly such as "XXX 6969" when it comes to the settlement's "mayor" for I'm revamping the whole thing in the Institute's image.

I could just pretend all of them are synths already but that's kinda boring.

I use that one because it has a compatibility patch with Better Settlers.

I do know that I have a weird side affect using this mod that settlers spawned at random encounter locations do not despawn, nor does their corpses.Not sure if it is the base mod, or if it is a conflict with other mods.

Also the name given is stuck on the settler even if you recycleactor.

if you're using F4se then Rename Anything is a good one. it lets you name just about anything in the game....i think precombines can't be renamed

I love What's Your Name, myself. I don't have the most-recently updated version of it because I like it the way it was when it was first released, but if you're just getting into the whole thing, it might be perfect.

That's the mod you're looking for. Let's you rename anything (settlers, NPCs, inventory items, world items, containers and more). And there are no bugs or quirks to it.

(the fact that there's no bug tab doesn't mean there are no bugs. the fact that the mod has an update history means it does, in fact. have bugs. and unfortunately would rely on searching an extensive forum section for any mention of them... it's also 3 years since its last update which means it may or may not be compatible with everything else on your plate. Just sayin.)

Nah, it works perfectly. Its update history has nothing to do with bugs, just updates for newer versions of the game as well as add back in formatting tags.

I'm gonna try this "Rename Everything/Anything" one, thanks.

Some people are complaining that it returns to the default names once you reload the game, though.

"What's your name" works perfectly and saves you the hassle of needing to manually name everyone with the console, and you can combine both if you wish

In order to make Rename Everything work you have to open the console and type setname "test" and when I press the quotation mark key my console closes because it's bound to the ' key, which is the same one. Annoying.

I looked it up. It's a huge list of names on the Codsworth database. All random. I want to type them myself.

Do you know the command?

Settlers come out as "Synth Settler", "Mutant Settler", "Ghoul Settler" which is just what I want. But I don't want to have only Gen 1 synths roaming the settlements and that's why I want to rename some human settlers and pretend they're Gen 3 synths.

EDIT: all the spawns are random. I was getting just the simple Gen 1 without a jaw model, at first, but you can get even coursers with it.
