Report a translation problem
I take it that since he's still marked as essential (thus invincible) that you haven't progressed far enough into the Railroad's questline for him to be marked as non-essential.
Maybe try encountering him alone without any followers or other NPCs and try to surrender (lowering your weapon while mid-combat), that could turn him non-hostile assuming he was provoked by an attack and not by your standing with the Railroad.
If none of the above works, granted you have access to console commands, you can select Ricky using the console's cursor and type "disable".
Yeah. I've had this glitch a couple of times. It doesn't always happen. I think twice in over 3000 hours of play.

PS I just saw on a wiki page someone made for that NPC, there's also a command that should work: https://fallout.fandom.com/wiki/Ricky_Dalton
PPS I couldn't get the setessential or prid commands to work, both keep complaining about a script not being compiled.
What DID work was, click the NPC with the console open the I typed disable. I've been told that works for other things but I know I could not get rid of a shrub at Sactuary like that.
