Will having low Intelligence change Dialogue?

What do you think? I love how in Fallout 1,2 and New Vegas
They incorporated these special speech checks/lines of dialogues that is attributed towards your intelligence level. Its quite funny and it gives the protagonist a more robust character albeit he acts stupid and the conversation goes one sided no matter the dialogue.

Has those special speech checks and or dialogues of sheer stupidity. its so funny its like the character is HULK!
In the Special scale the hulk would actually be a 3-4 in intelligence since the Hulk isn't that stupid he just usually acts primitive. But I was wondering the same thing my self if the character will not know how to talk if you have one intelligence.

Overseer: Have you found the chip?
Dweller: Nuh-huh.
Overseer: Oh, that's great! Can I have the chip, please?
Dweller: Nungh.
Overseer: No, not that. I want the Com-pu-ter chip.
Dweller: Nungh.
Overseer: No. The chip.

It's more than that, having a intelligence >3 actually changed peopls reactions to you in the originals. It only existed as a joke.

I doubt it, this is a console game after all and they don't have alot of space to work with, not to mention the unneeded negative attention that Bethesda would get.

I think it would be cool, but with the new SPECIAL system you only get to put in 21 points and not everyone will be putting them INT. Don't get me wrong I loved that "Feature" (If you want to call it that), but with the new system it probably won't work... Unfourtunately.

I would think that if intelligence is left at one than maybe it should happen but getting over three intelligence is sacrificing some while getting 2 intelligence doesn't require much sacrifice. I feel that could of been worded better basically I'm saying 1 intelligence should have the weird talk but 2 or up shouldn't.

28 total 21 to spend. They all start at 1 and than you have 21 points to give.

ah that makes sense
I think giving 28 points to spend would of been much better so you could get all the Specials to 5 which was considered average in the past games.

You never used FWE, you know 21 points was considered its normal and bobbleheads did not give better stats.
