What does "War, war never changes" mean to you, and how do you think it'll play into Fallout 4?
To me, Fallout seems to be borderline nihilistic in the sense that history—and, indeed, life in general—has no purposeful progression or meaning. Some form of contextualized morality seems to exist, but other than that, the world itself seems utterly devoid of meaning. No matter what great things "chosen ones" do, they end up becoming corrupted/perverted by human nature and ultimately undermine themselves. A great example is the degradation of the NCR into the same state of corruption as the U.S. government before the War. Caesar's Legion would probably collapse without Caesar there to lead it.
What "war, war never changes" means to me is that there will always be some sort of struggle, and that struggle will always have a conclusion. That struggle will then be succeeded by another struggle, and that by another, and so on, with all of them going on in a background of meaninglessness. "War does not determine who is right, only who is left." It was a joke made by Wadsworth in Fallout 3, but I don't think any phrase has rung truer regarding the Fallout universe than that one.
I think it'll play into Fallout 4 because the story will be another struggle. Meaningful to the people involved, but like everything else, it'll dissolve into corruption and then nothingness.
Don't mean to be depressing here; I was just curious about what everyone else had to think about this.

To me: It means that when enough stupid people get together and all think there right or entitled to something they make a flag, wear the same colour and kill people because there to high to think of a better option. Or to human to try.

-It will always have victoms.
-Itl always leave someone behind.
-Itl always be over something stupid and those who have to kill for a cause like that will simply wish someone had made better choices leading up to that.

War just proves that one of the very few things humans are truly exilant at is killing. An inconvenient truth.

As for what it means in the Fallout4 world... well its a catchy phrase line we all love based on the backstory of the Fallout series.
I think the plot in this game may be diving into events both after and before the endworld brought on by nuklear fallout. If we are lucky they will have done a nice job of linking past events and the mistakes of the past with the current plot of F4.

Personally, my favorite intro was in Fallout 1.
the FO1 intro was not really talking about the nature of war but trying to judge history.

It did kind of discuss the nature of war, describing why war happened, and the results. I think it described war better then Fallout 3. Fallout 3's intro was just; "People are violent, evertythings destroyed, some people survived.

Anything specific? Fallout 1's intro described why the war happened and why war happens, not just "people are violent", and went into some detail about what happened.

Why would I? I've already seen all the Fallout intros. Fallout 1's mentions past wars and why they happened, and then mentions the Sino-American war and the collapse of the European Commenwealth and why they happened, and all of the wars mentioned all have one thing in common; a desire for resources. Fallout 3's intro just says: "Humans have fought each other for centuries, they're violent, and because of that a nuclear war happened". Not to mention the backround music in Fallout 1's intro fits the theme better.

The Romans waged war to gather slaves and wealth. Spain built an empire from its lust for gold and territory. Hitler shaped a battered Germany into an economic superpower.

But war never changes.

In the 21st century, war was still waged over the resources that could be acquired. Only this time, the spoils of war were also its weapons: Petroleum and Uranium. For these resources, China would invade Alaska, the US would annex Canada, and the European Commonwealth would dissolve into quarreling, bickering nation-states, bent on controlling the last remaining resources on Earth.

In 2077, the storm of world war had come again. In two brief hours, most of the planet was reduced to cinders. And from the ashes of nuclear devastation, a new civilization would struggle to arise.

A few were able to reach the relative safety of the large underground Vaults. Your family was part of that group that entered Vault Thirteen. Imprisoned safely behind the large Vault door, under a mountain of stone, a generation has lived without knowledge of the outside world.

Life in the Vault is about to change.

Yes, Fallout 1's intro definatly fits the theme "War Never Changes" better.

Also, thanks for reminding me, in the Fallout 3 intro the narrator lies to you! Yes, Fallout 1's is better.
you do realise that this must be one of the most simplistic ways of explaining past events without taking into consideration many other major factors, not to mention that it has nothing to do with explaining the nature of war or why war never changes
