I know its a joke but the funny thing is, fallout has been the only game Ive played that has this issue. I play stellaris, skyrim, cyberpunk, gta, and ark just to name a few and none of them had this low of a frame rate.
The upgrade to win 11 may have deleted dx 9. Check Fallout 4 dx requirements to make sure you still have the right version, if not then download and install.
This is just my best quess but if that doesn't help you can uninstall dx 9 or the one F4 requires that you installed.
You can check what versions you have installed in control panel, uninstall a program option.
Actually I think fallout 4 required the version after 9 as fallout 3 requried dx9 and it would not run on windiow 10 until one of the dx9 dll files was copied into the game folder with the fallout3.exe file.
Though it could still be an issue as windows 11 "depreciated" a lot of the older windows stuff and something in that may be required for fallout 4.
A simple test would be to get and copy the required dx dll files into the fallout 4 game directory where the fallout4.exe file is located from the previous windows 10 if possible and see if that fixes the issue.
If Direct x9 was the case, wouldnt Skyrim Special Edition be affected? Im only assuming that it has direct x9 because it came out before fallout 4 I think.
On a side note, I have noticed that when running skyrim my gpu usage is at 100% and the game somehow runs above 60 fps (around 64 and with 323 mods) even though it shouldn't, I thought it was suppose to be capped at 60 lol. Meanwhile fallout 4 only uses around 50% of the GPU and it us around 35 fps..
According to information they worked closely with intel developing it and a lot of people who have amd/nvidea gpu/cpus have reported issues and several patches were released to fix some of them. IF possible (as windows 10 sometimes just auto does things) I would suggest those who have not already installed windows 11 hold off for a few months and let the bugs be found and fixed.
That said windows 11 may have "depriciated"(removed) something older games use to control their frames per second.
I rolled back my update. I invested too much time in that load order to just throw that away lmao.
But Yeah I'm trying to redownload Fallout now and seeing if that helps.
It has been kind of better for me. Again fallout 4 is literally the only game I've played at this point that cant maintain a decent fps.
