Report a translation problem
First, go to Documents/Fallout 4 check your inis (Fallout4.ini and Falloutprefs.ini) and see if presetinterval is set to 1. If so, use your graphics card's control panel to limit the fps. If it's Nvidia, open control panel, manage 3D settings, add program, add Fallout4.exe and then limit fps to 60.
A scan of installed programs will happen.
Once complete click on the downward arrow to select Fallout 4.
Turn Vsync on and click apply.

Also set Max Frame rate to 60 if you have an high refresh rate monitor over 75hz.

If you still want to cap the FPS, you can use RivaTuner Statistics Server to set a Framerate Limit for Fallout4.exe at whatever value you please. RTSS is packaged with MSI Afterburner, but you can use either program separately.
first of all i would like to say thank you for all comments guiding me to fix issue, in the end, i was able to get this fixed all by myself. i was supposed to delete this discussion a bit afterwards but i completely forgot to do so.
