Despite what the achievement says, a large settlement (either in size, or population) is not needed. You can do it with a single settler in any settlement. Its actually easier with fewer people, as the happiness bonus from objects gets divided among all the population, resulting in a smaller increase with more people.
A covered bed, food, water, minimal defenses (1 point is enough for 1 settler) gives you the base of 80%. A tier 2 or 3 bar or clinic should cover the rest. Lower level stores can be used, but you need an additional source of happiness like a captured cat or junkyard dog.
also ... do not have robots. There is a quirk that robots leads to 50% deficiency.
1. easiest console command ~ click on the workbench and set happiness to 100 easily
2. mods that inc. happiness. You can even disable the disabling of achievements with mods or rather re-enable achievements when using mods.
3. vanilla use cats. Lotsa cats. Just make sure all base needs water food beds and defense are met and you'll skyrocket with literal tons of cats. Make sure everyone has a job too.
Get a settlement that starts with just 2 random settlers. Oberland, Tenpines, County Crossing, etc all work easiest. But any can work if you just send extra settlers away.
Place down 2 or 3 beds (covered with a roof).
Place down a basic turret for defense.
Have a few plants; most settler settlements start with half a dozen things, that's enough for 2-3 food.
Place down a basic water pump if there isn't one already.
Place down a high level bar.
Assign 1 settler to food, 1 settler to the bar. The roofed beds, defense, water, and food will get you to the max settler happiness of 80%. And the bar (split between only 2 people) will get you to the other 100%. If you want to help it along, put down one or two weight lifting benches or pommel horses, or get a pet.
To make the settlement a "large" settlement just start putting down stuff. You need to get the settlement size bar in the top right to yellow (it has nothing to do with population). I just spammed around 50 wooden crates and steel toolboxes stacked in a corner. I think walls and foundations take up a lot of space too.
Also, there's an in-game daily cap on how much happiness a settlement can gain per day, so every once in a while you'll have to sleep (or wait) to go to the next day. I just let the settlement work passively while I explored and did quests and it eventually popped up while I wasn't even there.
Because of the way happiness buildings work (the bonus is divided by population) it takes a lot more work to get a "full" settlement to 100%, which is a bit weird. Most of my real settlements are just stuck around 85% because each new bar or w/e only adds another 1 or 2%. That's why a 2 man settlement works best, since it's enough to provide jobs and needs for everyone while splitting the bonus across as few people as possible.
Wouldn't even need a gun to fight off raiders. He carries his weapon at all times.
I did with it about 12 settlers using a high level bar and shops.

well ♥♥♥♥, i can't do this one. had a bit of a dust up in diamond city awhile back. killed everyone there who was taking shots at me. sheffield was one of the casualties.
