He is on the roof of the building just south of Greentech and next to really tall raider tower with the rope cart bridge.

Thats where I am, is it possible I may may have killed him prior to my cc purchase.

Theres a small raider base there and a cable lift that takes you up to the roof.

He won't be present as an enemy until the CC purchase is added; I would guess that there's normally an unnamed raider whom he replaces.

I can't say offhand if you'd have to wait for the raiders there to respawn if you've killed them recently or if him replacing one of them causes an immediate refresh (at least of him, unless he's just added to the existing population as one more), but I assume you've followed the Paper Mirror quest step-by-step to get there, right?

huh? No. Not possible. He doesn't exist pre-mod... he's just in reference in a terminal or two, in the police station, in the coast guard station overrun with supermutants, etc. That's why the mod picked the name/character profile to use to make him for the mod... it was already canonical. If you really just give up, and want to cheat? do 'help connor 4' and find the NPC_ entry... then type 'prid <that #>' and 'moveto player' (you can do it in one command but I don't know if you're experienced at console, do I?)

Anyway when you close the console he'll be standing literally on you, so take a step back and engage or kill or whatever you wanted to do to him. If he's dead and you need him alive, while he's still selected, do 'resurrect' and then 'enable' and Connor lives again! Til, you know, you shoot him..

You cannot skip the script in Fallout 4.
Skipping the script is BAD because you can break the script by skipping ahead.

1. Visit the Museum.
2. Go to Concord.
3. Go to the Lexington Laundromat.

Then from there you should get three objectives at once. Only then you can go after Conner.
