Build a feeding trough for them and they will stay close to it. They produce fertilizer for the settlement.
Sim Settlements 2 also has some nifty agriculture buildings where you can have cow farms and NPC job sites at a slaughterhouse, too. Otherwise, you can "thin out the herd" yourself, nature's own baseball bat + one cow forehead does the trick right nicely. And SS2 doesn't depend on actual cows, cows come with the mod. So if you have other cows wandering around, nothing will "sort" that problem out, if you catch my drift.
kelly is the only one that sells them and her location is random so have to use console commands to bring her to you or you to her
