This is my minimum list of mods that I use.
I'd recommend using Nexus Mods and using Vortex or MO2 as a mod manager

Unlimited Survival Mode: lets you save and stuff
Unlimited Fast Travel: lets out fast travel when in buildings and other restricted areas)
Melee And Throw: Separated the meele and grenade button.
Faster Workshop: Literally the best mod ever, it straight up removes the slight stutter when you go into the building mode.
Unofficial Patch: A must for everything
Scrap Everything: Scrap a bunch of stuff u couldn't before
>Scrap (Almost) Everything: Removes some items from Scrap Everything like the big roads and other items that just really don't need to be scrapped or break the terrain.
Raw Input: Fixes everything wrong with the mouse sensativity.
Power Armor Faster EnterExitStance: Makes you always use the 'fast' enter/exit animation in power armor so you don't have to spend 10 seconds every time you enter or exit.
Place Everywhere: Lets you place items in build mode much more freely.
Tune The Radio: Lets you change the radio station in prop radios.
Immersive Scrapping: Changes how many components you get from scrapping items, because some/all make no sense. Generally you'll get more materials or even different materials from items.
Locky Bastard: Lets you shoot/blow-up locks with a chance to break them forever, depending on your stats.
Visual:
Vault Suit Enhanced: Makes the vault suit a little more body fitting and generally look nicer.
CBBE of course with BodySlide to make all your clothing mods fit the bodies properly.
LooksMenu: Better control over customizing your character.
>LooksMenu Body Slidrs Extended: Lets you go over the vanilla limits of shapes
>Looks Menu Compendium: Adds a bunch of tattoos and skins and hair colors and stuff
>Looks Menu Player Rotation: If you use the looks menu while in-game it's always very annoying that you have to unlock the camera and move it to look at your character, this fixes that by letting you rotate and move the character around while in the menu.
Vanilla+:
BL Guns: Adds borderland 1 guns to the world. Which have a ton, A TON of variants and attachments and fit right into the fallout world.
Servitron: It's a little NSFW depending on which one you get, BUT even so it lets you create a female robot that acts just like a human.
NPC Level Scaling and Tougher Enemies Overhaul: Does as it says, generally makes all the enemies harder and makes them scale with you more.
See-Through-Scopes: Lets you see through a scope, instead of the screen fading to black for all of them, super nice mod.
Bullet Time - Slow Time: Lets you use a slow-motion effect that uses AP.
Combat Zone Restored: Changes the whole sequence of getting Cait to a slightly longer and much more fun sequence that was cut from the original game.
There's a ton of mods i would suggest tbh... here is the modlist i use. and i would recommend most of these mods to anyone.
They are all generally vanilla lore friendly and nothing that goes way overboard.
