Although, you really should take this with a pinch of salt. If UK was really so horribly off, how did Tenpenny manage to find out the situation in US before leaving UK? And how did he manage to leave UK and travel to US, carrying his wealth with him? Who provided the transportation?
But who knows...we may see a Fallout: London. Wait and see I guess.
Edit: Seems there is mention of the UK. Guess I need to play again to find that refrence.
Behind the scenes
"Allistair Tenpenny came to the Capital Wasteland from Great Britain to seek his fortune, so that alone tells you that the U.K. was also hit in the war. And if he came to U.S. to succeed, that says a lot about how screwed up Europe must be. So we just allude, a little bit, to the state of the rest of the world. We like to leave a lot to the players' imaginations, and somebody like Tenpenny serves as a catalyst for those thoughts." - Emil Pagliarulo
As apart of the lore, neither side could gain much of an advantage over the other and the losses were significant.
After all the oil had dried up, the war was no longer sustainable or desirable and both sides fell apart to infighting.
It's an interesting back story and it has a lot of potential for a really compelling story.
I imagine that the UK would be in slightly better state than the US, as (from what I can tell), we weren't as much involved in the Great War between the US and China. Although, if the politics were anything like they are today, the UK would've been forced to assist the US by our parliament... And, if again like today, we'd have had superior tech but less numbers. So if a FO game is made in the UK, I'd LOVE to see some suped-up power armour
