mods can help this game. if you want to check it out, i wrote a guide for setting up a good mod framework for fallout 4. it recommends you install certain mods to be able to get that performance out of the game that you're looking for.

but based on your report, you're going to be wanting to run things like F4SE, HIGH FPS PHYSICS FIX, BAKA SCRAP HEAP, PREVISIBINES REPAIR PACK, BUFFOUT 4 and the like.
but then you should be able to run on full settings anywhere. the only setting you need to always have disabled is the one called WEAPON DEBRIS because that setting causes constant crashes.
The cpu will never be anywhere near 100% total load as FO4 can't effectively use more than 2 or 3 cores. And as windows likes shuffling these games around on all cores you would probably see relatively low loads on all cores, not 100% on just a few. Nonetheless the cpu is running at max throughput.
There is graphics guide on the geforce.com website which is worth looking at. Some graphic effects consume a lot more gpu on max but make no discernible image quality difference.
