How do I turn back the power in Nuka world? (spoilers)
so i really have to capture some settlements for the raiders in the commonwealth or kill everyone to be able to flip the switch in the nuka powerplant?

and if i dont do that, going there (to the plant) is a waste of time?

also i dont seem to recall the trader lady telling me to turn on the power after having freed them so I feel like this is pretty confusing for people who dont look everything up in the wiki/guide

If you eliminated the raider leaders turn in the quest to the doc lady, she is the one who will suggest eliminating the leaders in the first place, then go to the power plant, the door at the top will be unlocked and turn on the power. no key required.

so once you shortchange the furry faction enough times, they'll hole up in the power plant ie crawl under the porch and wait to die. just put 'em under & get the key from Mason's corpse.

There is a decent simple mod which removes the raiding of the your settlements, allowing you to finish Nuka World without doing the raiding part. Then you can finish up whatever you want in Nuka World before siding with the enslaved traders and taking out the gangs. You just talk to Shank and it skips straight to Power Play. If you decide that you want to raid, you can talk to Shank again. It also keeps Preston from becoming mad at you for raiding your own settlements. You get to do power play and turn on the power.

go to nukatown usa market there is a trader that will suggest killing all the raiders that quest lets you turn on the power to the park but honestly i would wait a few days to do that just so you can do the arena side mission were you kill like 7 challengers to the park

Yes, you have to get to the end of the storyline one way or the other (either supporting the raider gangs or destroying them) to restore the power supply to Nuka World.

Power Play quest

Fallout 4 Nuka World
GUIDE to the missions to complete in order to acquire the X-01 POWER ARMOR mk V
1) Complete the missions of: "The grand tour":
- A world of refreshment
- Safari Adventure
- A Magical Kingdom
- High Noon at the Gulch
Then move to the Galactic Zone and complete missions in the areas of:
- Nuka galaxi
- Vault-Tec among the stars
- Starlight Interstellar Theater
- RobCo battlezone
Once "The Panoramic Tour" and "Galactic Zone" are completed, all that remains is to restore power to the power plant with the final mission "Power Play".
With the completion of this last mission you will have all the necessary star cores except the last one that can be found by reactivating the starport elevator at the Galactic Zone. As soon as you find the last one, the game is done, the showcase where the X-01 it will open.

will letting the raiders occupy an uninhabited settlement turn preston against me in the unmodded game?

The Commonwealth has nothing to do with it, you have to go to Nuka World. The raider settlements in the Commonwealth is a separate quest that will take over following the storyline indications of raider Porter Gage.
Talking to Porter Gage you will have to decide whether to become a raider or free the settlers from Nuka-World.
Nuka-World is a dlc with an irreversible ending, if you team up with Porter you will definitely become a raider. The point of no return is the Open Season quest indicated by Nuka World vendor Mackenzie Bridgeman.
Preston won't be hostile if you become a raider and you will claim the settlement, it must be said that if you don't use the "psychic" preparations but you attack the Commonwealth settlements to conquer them, the turrets you have installed will defend the settlement. Without "chemical bombs" the turret system in my settlements destroyed me in seconds.

Unfortunately, yes; having them occupy an uninhabited location still counts as bringing the raider gangs to the Commonwealth and betraying the Minutemen (if you've joined them).

Although we don't see it directly in-game, in story terms the raiders are presumably supposed to be going around raiding the Commonwealth from their outposts.

Yes, because as Douglas said, they presumably go around raiding the area. Also, in addition to taking over 3 locations to serve as raider outposts (which can all be uninhabited initially), another settlement (which must have actual settlers in it - it can't just be an empty lot) has to be turned into a raider vassal.

I've had a few inconsistencies with it working when I didn't receive the quest to destroy the other gangs from Preston himself (unfortunately I can't remember the details of what went wrong since it was quite a while ago that I did it any other way, but I didn't end up with the desired result).

So if there is any trouble on that front, I'd specifically suggest talking to him.
