sanctuary attacks me because of nukaworld
so i started doing nuka world's missions and reached the point where i need to take settlements, i chose one without anyone in there to "wipe out" so i wont actually attack any settlers and when i planted the flag it said that preston now hates me, so i went back to sanctuary in order to talk to him which was also my base for the entire playthrough and everyone including codsworth attacked me, what do i do? is there a way to stay neutral with preston while also doing the nuka world quests?

If you've already done the Minuteman quests I don't think there is a way back. I think this can only work if you do Nuka World before starting with the Minutemen.

Consequence, meet actions.

When I did Nuka World I skipped the quest to take over settlements because it would make them mad, and why wouldn't it? So yeah, if you want to stay friends with the Minutemen don't take their settlements.

I understand the regret, but this seemed obvious.

There has to be another reason though. By bringing the Nuka World Raiders to the Commonwealth, you are pissing off Preston, but not to the extent that he or anyone else would attack you. He would even still give you quests for the Minutemen and accepts you bringing them in for XP. The companion perk will also prevail, provided that you have achieved it before. You will, however, not be able to get the perk after you have pissed him off.
You can even kill minutemen attacking the Nuka Raider settlements without causing damage to your relationship with the Minutemen as a faction. Same applies to the Brotherhood and most likely also to Railroad or Institute, if they attack your raider settlements at all.
Like I said, you either have done something else on top of bringing the raiders or you are facing a nasty bug.

Make sure you can kill npc's. Then take up your Explosive round Minigun and take a walk through Santuary like the Terminator cleaning out the resistance.

Actually you have to finish first Nuka world for the perks and then start the minuetman

Skip Raiding your own settlement mod https://www.nexusmods.com/fallout4/mods/18121/

Lets you complete the nuka world questline without raiding the commonwealth.

downloading mods disables achivements doesnt it?

i didnt take their settlements, it was places i didnt even have a settlement in, i just killed the enemies there. i didnt even know these places could become settlements

Exactly. By the time I got to Nuka World I was the general, right? Seems on obvious betrayal to then become a raider.

I get the OPs frustration though. But even if you didn't know about I think it could be deduced that this is a major flip of your loyalty and there may be repercussions. I wasn't sure what would happen, so decided to play it safe and skip it. Is it Home Sweet Home we are talking about?

Just download Sim Settlements 2 with newly released chapter 3 and be a good guy.

The only correct thing to do with raiders is kill them. You messed up. The proper way is that no raider is left alive in Nuka World when you leave.

If I remember correctly from ManyATrueNerd`s playthrough, as long as you do not take any settlements for the raiders you can still be friendly with the minute men, but preston will hate you for allying with raiders.

You can even take over occupied settlements, it's more about wrapping up all the raider stuff and then destroying them to get yourself back in the Commonwealth's good graces.

Preston permanently hating you depends on whether you betrayed the MInutemen or not, which is why not joining the Minutemen in the first place allows you turn on the raiders and end up having him as a companion when you join later on. He won't tolerate a traitor, but will accept a reformed raider who proves their change of heart.

I didn't do it with my first character because the Nuka World DLC wasn't even released to know about it, but completing the raider gangs storyline before touching the Minutemen has been my preferred approach for subsequent characters.

The Minutemen do not know what you do in Nuka World. You could also take the gas station in Nuka World without them caring about it. It only matters whether you bring the Nuka Raiders to the Commonwealth or not. But even then, you can still do Minutemen quests. You just can no longer take Preston with you, which is rather a blessing than a curse.
