U can trigger it by going directly to the house....
The quest doesn't normally start until after a specific point in the main quest of the base game (specifically, after getting access to Kelloggs house the radio signal will appear). But the only quest in the entire game that has a strict starting level is the first quest of the Automatron DLC - it will not start until level 15. All the other DLCs can be started as soon as you leave the vault just by going to the appropriate area.
You would be wrong. You just have to go to the transit center on the western border of the map. You do not have to be level 30 to start the Nuka World DLC. That is just when the radio signal appears, but you do not need the signal to start it.
Likewise, you do not have to be level 20 (I think it is) to start the Vault-Tec DLC. Just going to the quarry in the south is enough to start that DLC.
Automatron is the only DLC (and quest, for that matter) in the entire game with a strict starting requirement. It can not be started before level 15. If you go to the initial area before that, none of the robots will be there.

I done this a few times, piece of cake.
I like Far Harbor, the island, not the town, so I spend my time there before I return to the Commonwealth at level 30, in most of my plays.
Charisma 5 + 4 (clothing) + 1 (beer) + 5 grape mentats = 15 and the first trader perk should give you the best price to buy what you want.
Just trade wood and steel for the armor. You can buy a legendary assault marine helmet in Far Harbor for 20k, legendary assault marine body armor in Acadia for 20k and the legendary assault marine arm pieces 10k each in the nucleus. So you will to shove approx. 60,000 items into Codsworth's inventory.
A full set of Zealot armor costs approx 800 caps, enough armor to survive.
As someone already mentioned, you will not be able to upgrade those to inquisitor ar assault marine armor before you reach level 41 (I think).
You will only need the leg pieces if you can pay the 60k for the legendaries to have a full set of decent armor to fight some muties or raiders in downtown Boston.
You can always set difficulty to very easy if you die a lot. Don't even try to kill a legendary enemy on the island with your 10mm.
Evade and survive.
Don't try this on survival....
but that also means the marine combat armor was never all that interesting to me since I always wore something better when I was exposed to the possibility of it.
I d not think the Island is designed for low leel charcters.
And there is a lot of dialogue from Far Harbor settlers about your power armor so I believe that expectation was also baked into the design of the island.
After all with as much traveling as you do across the Island whats to keep you from turning into a crazy trapper only the radiation protection and breathing protection from the fog that Power Armor provides. :)
Getting the assault marine armor in the "Best left forgotten" sidequest is hard at low level, no matter what you're wearing. Any gulper or angler can one hit kill you.
There is a safe place at the Shrine of Atom without radiation on the roof of it. Survival level 15 here.
Reaching the terminal in the Nucleus is easy if you have the robotics perk and do it ninja style.
OR a basic shotgun with pulse shells, takes out any robot in a few hits.
As I also said, with the Thunderbolt from the CC, dosn't really matter wot level you are, jus need a few cells am good aim whilst dodging, with accurate continuous hit, turn a Gulper to ash in 3-4 secs.
Obviously others time will differ, due to accuracy, i can say even with bad aim takes less the 10 secs to vaporise a gulper, it eats cells like no 1's business though
