The Watering Hole - Missing the soda fountain prototype

After talking to the overseer and receiving instructions to build the soda fountain I opened the workshop and it was under the special tab. Later I came back to it and it's missing so I can't finish the quest. I also checked under resources and it isn't there.

Did you not build and do it when you were... y'know, doing that quest? Is the quest active?
