Do I need to complete the Fallout games in order? (1-4)
I, like most other people, are hyped for Fallout 4. I want to play the Fallout series from the beginning and then all the way to New Vegas in time for Fallout 4, but with all the other games I want to play and just other things in general, I might not be able to finish all of them before November. So, can I still play Fallout 4 and then play the others later?

Fallout 1/2 happen one after another. I don't know how Fallout tactics fits in. Fallout 4 happens at the same time as Fallout 3 and Fallout New Vegas. There might be some references you don't get but you can play Fallout 4 without playing any other Fallout game.

Actually, the chronological order so far is:
Fallout-Fallout Tactics-Fallout 2-Fallout 3-Fallout: New Vegas-Fallout 4.
You are right, except for the part about Fallout 4 taking place after New Vegas. Fallout 4 takes place in the same year as 3(2077), but NV takes place in 2081, 4 years afterwards.

Fallout 1 and 2 are top-down prespective turn-based games. Fallout 3 and NV are Open-World RPG FPS' in Real-Time Combat. Go ahead if you want to play 1 and 2, but 3 and NV are going to make you get used to how Fallout now works.

It doesn't matter which order you play, but it will be hard to play Fallout 1 after Fallout 4.

You can watch some Fallout lore (and other games too) at ShoddyCast YouTube Chanel if you don't want to buy and play all of the fallout series or just simply want to just sit and watch the whole fallout universe lore before November.

I have time :) I just wanna play a bit of Fallout 3 before 4 comes out so I can get used to how things work now.
