75% of the actors in DAI are listed as "additional voices" which generally means that they play characters who aren't important enough to list by name, and you probably hear their voices coming from multiple characters throughout the game.
The closest you can get to what you demand is what most games already do. They get more expensive actors to play characters who are important to the story, and then hire a dozen or two more to voice everyone else.

The comeplete and total tool above looked through a LONG list of individual actors to characters and found the ONLY actors that had multiple voices... which are EXTREMLY small.

It's not. Bethesda has plenty of money to invest in this. Not only are there MORE voice actors in DA:I and 'nearly' one to every character, they're also mostly known actors from tv, stage, and screen.

Modern games are using individual voice actors for individual characters.
