But if I remember correct it is not even serten yet that there will even be mods for the consoles. Bethesda only mentioned I think that they are trying to make it possible, but not that they actually managed to get it to work already. Remember this is a very new concept can be proven quite difficult to implement I think.
A PC version of a game usually is nothing like a console version since the operating system is diffrent as is the hardware. This is why you usually end up with two versions of a game. You could just try and make one version for all but then you get the Bugman Arkham Crash fiasco.
I am still very curious to see how the mods that are going to be made on and for the pc are going to added to the consoles.
It is a very interesting concept and I applaud them for it but I just hope they and the fans do not understand the complexity that this will take.
