Damn that’s not right you should be getting better than that with your gpu on 1080 for sure. How’s your temperatures? You running too hot?
Drop weapon debris as well.
Drop the enb just to test what your getting without it and report back.
I’m on a 1070 with 70ish mods playing on 2k res.. all 2k retextures and retextured windows, roads, all of it. In downtown Boston I typically maintain above 30fps with no enb. I might dip briefly into the 20s but my hardware is definitely not up to par with yours so check those things out. You have decent RAM as well I’m assuming?
But that not the only cause. Downtown Boston just runs poorly, we need to thank Betheasda for that.
So if your gpu is at 100% load then it's whatever you have done with add-ons.
Regarding cpu, for FO4 the single-thread speed is the primary attribute that determines fps output. Overclocking can add about 10%.
plus as a few people already pointed out, ENB's can really wreak havoc with FPS in any game, because you are essentially broadcasting a set of filters directly into EVERY single frame of the game, which puts a massive load on your hardware. nobody ever complains about it too much on console because consoles can't use ENB's.
so while yes the game could have been put together a bit better, it's also on YOU as a user to understand the limitations of your hardware. that would be like me trying to run crysis on a Windows '95 machine, and then complaining that the devs "didn't optimize the game for my hardware" when I'm also trying to play minecraft in the background while also rendering a 4K video in the background. KNOW the limitations of your hardware and understand the limitations of a game engine from a nearly 10 year old game. My christ man, take some responsibility.
