The Load Accelerator Mod is literally game changing!
I was getting 2-3 minute load times with an SSD and now its 5 seconds!

Just google Load Accelerator Fallout 4 if youre suffering from the same. Its on nexusmods.

Is this another recent update thing? I've been having abysmal load times on my fairly new desktop, though my 2016 laptop doesn't seem to have the issue.

the next gen update made everything really slow. The mod fixes all that and its super easy to install. you just drag the two files right into your main folder and done. 5 second load times.

On an SSD at least, I dont know about HDD...

Yeah with the ngupdate a lot of people did have to reconfigure things with their ini files and drivers. The thing with ssds is that while you think (and would expect) them to be much sleeker and faster, the game code IS so old that they didn't really exist and weren't accounted for in the engine, so the boost works very well on SSDs rather than HDDs where it was rarely that bad. (still EXISTED, but not as obvious.)

It's to do with how much the game needs to load when going from interior to exterior cells. Higher render settings mean more data being loaded. Your old laptop probably uses lower graphics settings than your new desktop.

The main problem is the fps cap also affects loading speeds, which is what Load Acceletor fixes by uncapping frame rate during loading screens

I switched from full screen to a borderless windowed and that helped somewhat. I'm somewhat lazy when it comes to mods.

fallout 4 load speed has always been slow by modern standards. load accelerator makes a huge difference.
