On an SSD at least, I dont know about HDD...
It's to do with how much the game needs to load when going from interior to exterior cells. Higher render settings mean more data being loaded. Your old laptop probably uses lower graphics settings than your new desktop.
The main problem is the fps cap also affects loading speeds, which is what Load Acceletor fixes by uncapping frame rate during loading screens
fallout 4 load speed has always been slow by modern standards. load accelerator makes a huge difference.
