How do I revert a quest? [Spoils of War/Mass Fusion Spoilers]

I want to finish the mission "Outside the Wire" before I start Mass Fusion. But I can't speak to Proctor Ingram without triggering Spoils of War. Can someone tell me the console commands to revert progress for the Mass Fusion quest so I can give Ingram the holotape? I don't want to declare war against one faction without doing the max possible missions for them.
