For those curious the steps are as follows:
1. Open your console
2. Type: help "perk name" 4
3. copy down corresponding perk level code
4. Type: player.removeperk <code goes here without brackets>
5. Type: help "new perk name you want" 4
7. copy down corresponding perk level code
8. Type: player.addperk <code goes here without brackets>
When overencumbered with Strong Back 3, you are not sprinting. You are running at regular speed at the cost of AP. So the walk/run toggle is the one you want to use.
In normal state, you can SPRINT - RUN - WALK.
When over-encumbered, you can only WALK.
When using Strong Back perk, you can now RUN at the cost of AP or WALK without a cost as normal over-encumbered state. You cannot SPRINT.
