Also, like the others, I seriously doubt you've run out of steel. Are you intentionally not dismantling parts of settlements? As wrecked cars and such provide fairly good sources.
No, the scrap bench, as in the buildable resource station. You build one and assign a settler to it, and they'll gradually deposit scrap(including steel) into the settlements workstation. Build one at each of your settlements.
