depends on how far "south" the settlements are...
but it's really random. spent some time on placing MK7 turrets on a settlement... just to see they changed their level on the next visit.
so: no use to try to make them "the best possible", on your next visit they will be randomized again.
Building laser turrets requires power, and the Science Perk.
Everything you need to build a turret is shown right on the Workstation screen for that item though.
The further you get away from vault 111, the higher MK number you can build, for example I can only build MK1's at Sanctuary and Red Rocket.
On my level 90 character I placed MK7's at some settlements when I was level 30ish, mine never reverted to any other number.
I have found the MK7 to kill faster than the Heavy Laser Turret, but I always use a mix of ballistic, laser and missile to cover all enemies resistances that may show up.
If you have MK1's at a settlement that allows higher you can just store the turret in the workshop, then select the turret to build and cycle back and forth until you get the one you want and not lose any resources upgrading.
It seems that either the farther away you are from the workbench OR by going to the farthest border from the workbench lets you build higher number MK's.
I went and stood on the Sanctuary bridge and opened up the turret build menu and it let me build up to MK5, same thing at Red Rocket by going down the road out front towards the green border, also at Abernathy Farm by going to the north or south green border.
