Enclave armor

Do I have to be level 28 to get the enclave armor? That's what the youtuber I watch said at least

If the Player is lower than level 26(lowest known level for it to spawn) Lower Level Power Armor will spawn at the above Locations.

Talking about power armor.. Is this actually true and has anyone tested it yet inregards to the fusion cores and companions ?

Companions require fusion cores for power armor and gatling laser but energy is not drained form the core.... http://fallout.wikia.com/wiki/Fusion_core

If it's true .. then hot damn.. I need to fully fix a suit up and make one of the companions use it hehe :)

I'm fairly sure (but not 100%) that energy is drained from the core. I put Curie in power armor and when I check her inventory after a while, that core is gone. Granted it doesn't stop her from running around in that suit of power armor, but the core is definitely gone. It probably would stop her from using a gatling laser.
