I want to get rid of the silver shroud...
It weighs 7 pounds and I'm never doing that quest unless i can end the quest and sell the shroud. Is there any way to get rid of it? I try to put it in a storage and it says i cant because its a quest item

you get rid of it by doing the quest since you give it to the guy there. he's in goodneighbor.

Completing the quest will also stop flagging the trench coat as a quest item.
I have mine in my chest of collection.

Also, unless it changed from the previous games, quest items have no weight, so you're not really losing anything.

It does weigh 7 pounds and the smg weighs something to but im sure the coat weighs 7 pounds.
I did the quest but accepted to be the hero meaning i have to wear the coat and do missions but i think they might be forever like the bos kill quests or settlement quests

Not really they are pretty quick.

they are not forever. you get 6 "calling cards" so there's 6 kills. that's it.

Also, you do not need to use the SMG at all.

For the trench coat and hat, you can choose not to use them at all.

But using it for the last encounter yields a different ending then not using it.

Save before that so you can see both endings for the quest. ;)

I sort of had the same problem but it resulted from me going through every location possible before working on quests and so I picked up quite a few quest related items that ate up inventory space.

Got to the point where I got sick of having no inventory space and just modded mine to a few thousand.

What I mean is that even though it displays a weight, while it's a quest item it doesn't actually add to your encumberance.

But anyways, the quest is actually kinda fun, with hilarious dialogue. Really only takes up an hour, maybe two at most.
