Sounded to me like you were complaining about the quality of the weapons you can get (especially early). A guaranteed weapon of the rare variety that is obtainable early sort of nullifies that, no?
But you also said that it is "insanely rare", if there's a guaranteed one it doesn't matter how rare the rest are.
Grognar's axe is pretty lame.
I picked the power first from Swan
I used full combat(fully modded) armor + soldier fatigues(think that's the name but i could be wrong) and maxed out STR + took the unarmed + big leagues perk.
I took the defensive perks in Endurance and the Lone wanderer perk in Charisma.
And lastly I leveled Agility and took the perk that gives you a chance for more critical hits.
I went and attacked everything, nearly everything got 1 hitted (aside from Deathclaws/PA) if not 3 hits.
Long Story Short, Unarmed is very strong but I wouldnt recommend it for very early gameplay. I would build the early gameplay with the perks needing for unarmed while using Guns to kill until you get the power first and decent armor to survive the bullets when you are going close to kill the npcs.
EDIT: Also there are 2 Legendary Quaranted Unarmed weapons (1 is from Swan[Power First] and the second is from the Deathclaw near the Museum of Witchcraft)
as much variety with melee weapons.
So, it appears they chose for this aspect of game to just pass forward what
was before.
Your only hope, I'm afraid , is to hope in some months after the toolset is out,
that talented modders can increase variety here.
I too am planning a melee focus character but put it off for later as I had a feeling
they would be too lazy to dress that side of game up. Guess I guessed correctly
Unarmed CAN be real strong, but like going Gunslinger, you need to focus on it and be lucky/fore knowledged enougg to have it's better toys and higher ranks in it's perks ASAP.
Otherwise, when comparing plain old average accessibility and not relying on legendary traits, Melee is much more user friendly to ease yourself into.
This may be shocking to learn but when you ask 4 questions in one post and make a bunch of statements people may respond to a variety of things, if you don't want people commenting on those things then don't include them in the first place.
