Underneath each SPECIAL attribute, there are ten perks, each one requiring that stat to be at a certain level to get the perk. In order to upgrade Lockpick, you'll need a Perception of 4. For Hacking, you'll need an Intelligence of 4, and for Science! you'll need an Intelligence of 6.
The first rank of each perk is available immediately, but to gain further ranks you'll have a level requirement - Lockpick 2 requires level 7, Hacking 2 requires level 9, Science! 2 requires level 17.
To access all the key perks you need to craft in-game items and get access to locations, you'll need Strength 4 (for Armorer and Blacksmith), Perception 5 (for Locksmith and Demolition Expert), Charisma 6 (for Local Leader), and Intelligence 7 (for Medic, Gun Nut, Hacking, Science!, and Chemist).
In character generation, that only leaves three more points for other attributes. If you don't want to make chems or explosives, and you won't be upgrading any melee weapons, you can get three more by dropping Strength to 3, Perception to 4, and Intelligence to 6 - because you won't need Blacksmith, Demolition Expert, or Chemist.
A good balanced setup for character creation is S3/P4/E3/C6/I6/A3/L3 which can get you through most of the game. If you want to access all those perks from jump, however, you end up with S4/P5/E2/C6/I7/A2/L2.
You can increase a stat instead of a perk at each level, so you can also just top up a stat you set too low in character creation by gaining an extra level or two so you can reach the desired perk. .
