Blurred Vision Bug

Anyone else getting a blurred vision bug? it isnt an addiction or me being crippled its definitely a bug. The peripheral vision is very blurred and the whole game looks over saturated like im either in night vision or maybe the slow motion when your health gets to 20%. Its permanently stuck like this and the only save it isnt on is 9 1/2 hours ago. I wont be going back 9 1/2. When will there be a patch for this please?

Mine was actually a diffrerent one it was like night vision and that fix didnt work but I used rimod 00094636
