No seems like the only solution is to unplugg the controller and use mouse and keyboard for everything
Same reason some commands are hard-coded. Laziness. "Ambition" at Bethesda is part of their "sarcastic" dialogue.
Use Buffout 4's "InputSwitch = true# Automatically swaps inputs between kb+m/controller" setting instead. You'll find this line in "config.toml" file under the "Text File" tab. Works a treat, hope this helps!

That depends on which mod guide you follow, personally I follow the Midnight Guide one and with the downgrader thing they suggest, it still works.
But strictly on a vanilla basis, shouldn't it be easier just to rely on the in-game settings option?
