The more Charisma you have, the more people talk abuot you positively, like some whiz-bang toothy televangelist.
The better word of mouth you have, the faster people will want to run and join you.

How well your settlement produces things should be affected by your charisma level, but the actual size of the population shouldn't have anything to do with it, only because 20 is way too small of a number.
I'm sorry but it's just too damn small guys. I have 19 settlers in sanctuary and it just feels too tiny.

You only need one good settlement with all the crafting stations really, otherwise just do what you want to do!!
doesn't work. Once a settlement is capped it won't let you send more npc to it.
I've heard you can get around this by popping chems and then doing it (to raise your charisma), but no idea if that really works. I haven't tested it.
