Boston Mayoral Shelter?
Is this quest-based? The door requires a specific key.

I was able to get in without doing a quest for it first, and explored the whole area.

Key is either in Fort Hagen or it is in the tower right before the complex. I forget which, but you can get in without a quest, yes.

Hmm, I did clearl Fort Hagen before going to the shelter, I don't remember finidng a key there though. May have been in a chest I just looted without really looking at it though.

I just used console controls to unlock it. xD I've searched Fort Hagen twice, and I really don't want to keep looking in such a gigantic place. xD

If you follow the wire that leads from the door it leads to a terminal that unlocks the shelter door.

I found the key in the West Everett Estates. Maybe the location is random?

Maybe bit late too answear, but you can unlock the door with the terminal, it's in the guard tower, that is in the right side off the bunker.
