We typically think of a vertically-aligned switch as "UP = ON" and "DOWN = OFF", like a light switch. This one behaves the other way.
If you "Activate" the switch and watch the lever go DOWN, the green light comes ON and the text says ON. It is ON and broadcasting with the lever in the DOWN position.
That switch lever pointing down while ON should have been coded to point UP while ON -- the way it currently works is just backwards to my thinking.

Settlement beacons are actually bugged. They need to be reset occasionally even if "On" This is where the confusion comes from.
Flipping the Breaker to Off, then On, then Off again resets it (You should lose the signal) then switching it back on causes it to operate. This seems to happen most often when you reach the CHR cap, and then move settlers. The Beacon doesn't recruit anyone else unless reset.
