yeah the card is there, what i found is that the door leading down to where the gunner commander is , is kinda hidden and took me a while to notice it, keep looking. think it was in a locker room. u wanna head down a ramp to find the commander.

No il have search for over 4 hours, and search a guide after it,
cause il think il oversee the card, but the Gunner doesnt drop it by me ,_,

And the Quest doesnt trigger.
Il saw by 2 Friends in their stream, that they got the quest and card ~.~

I have a similar problem, i found a note on a raider scavenger about there being caps in Vault 75, and when I entered the Vault 75 quest didn't trigger. I've seen some posts say the only way to solve this is by using console to get the cards.

Step 1) Enter console by pressing ` on your keyboard

Step 2) To get lab card type: player.additem 001A58A2 1

Step 3) To get admin card type: player.additem 001A58A6 1

Step 4) Exit console by pressing `

I am unsure if this will cause trouble with achivements

It won't. You can cheat 100% completely and still get achievmenets now

I had same problem with quest that won't start. The console fix work, and I was able to get the Bobble head, magazine, 2 safes and complete the Vault 75 mission in Overseer/Admin area. I hope that is enough to unlock the future quest that requires this one. Only time will tell.

I recorded a video on how to get the bobblehead if you game is glitched on PS4 or XB1. I didn't discover this, but I couldn't find any decent quality videos. Cheers!

I've got a fix for this. I will upload it to Nexus when I get around to compile a patch, but you basically need to edit the quest (000fcb15) in FO4Edit and raise the priority from 0 under DNAM-General.
This post explains well how to use FO4Edit for a similar issue.

I've raised it to 45. This assumes you have not visited the basement of Malden Middle School yet. I haven't tested otherwise, so the quest may trigger, but the location doesn't reset, so I'm not sure if the npcs respawn as well or not, which may still leave you unable to finish the quest if you have cleared the area before. If you really don't want to reload an earlier save you can still use the above method to spawn in the key cards.

EDIT: Argh, looks like raising the priority is not enough, we do need the flag 'Start Game Enabled' as well.

I completed all the side quests one by one, and I only had serious problems with two: Vault 75 being one of them.

After googling a a lot I concluded that in some playruns, depending of what was done before, the access cards were not going to properly show. No fixable in game.

A shame because I had to use the console (thing I hate) for the first time in 200 hours.
