So is Tina De Luca bugged? Or is she actually not able to be a companion?

I've tried saving, sending my companion away, then talking and asking if she wants to tag along, I have 10 in charisma btw, and it says also its a success speech, but then she declines right after. So is it bugged, or is this actually meant to happen? Why I'm asking is because I want to move on, but I would also like to recruit her as a companion for achievements sake.

She's no a companion
She's actually supposed to be a named setller (Like a certain ghoul in goodneighbor) but she seems to be bugged as she'll never actually leave the vault

I did wonder about that after I met one in Diamond City who after giving a Nuka too would come work for me if they did anything special like added to happiness or had better Savage skills or what.

That's Sheffield right? He's a companion, he worked for me atleast.

The Vault Tec guy from the beginning of the game is one, too, in Hotel Rexford. And there's a girl from a vault that you can find at the potted meat plant. Good luck ever finding half of them again if you send them to a settlement and it actually works. I have this tina de luca issue too though and its basically caused me to stop playing. So many of these npcs are glitched and the quests can't complete, like all of the Cabot chain.

Well the vault tec guy is just supposed to be a settler for you to recruit, no? Not a companion following you around?
