Bigger foes do require a bit of planning sometimes, sniping, planting mines, use your companion to bait/tank etc. It so much more fun than roflstomp in fo3 and nv
And of course not just the level counts, have 1-2 weapons and a full set of armor that has the best mods possible for your level.

Honestly Im amazed that OP made it through Fallout 3 and New Vegas but considers Fallout 4 difficult. Fallout 4 is a cakewalk compared to Fallout 3/New Vegas.
First time I played Fallout 3, I left the vault and instantly got killed by a group of Talon Company mercs. Instantly turned me off from the game for awhile. Fallout 4 pretty much holds your hand. Are you using VATS and what are your special stats?
