Never got mission holotape (stuck...)

Note that a main quest item was not given to me by the quest giver, and I have no idea how to get it, the mission in question is Underground Undercover, info inside the spoiler tag.
So I got the mission Underground Undercover, about an hour or so later I decide to do the quest then, I realize I don't have the "Encrypted message holotape". I tried to find the holotape in the Qasmoke cheat room but it wasn't there either. I reloaded a save right before I would have gotten the quest, reaquired the quest, and once again the tinker guy gave me nothing.
If someone has a fix for this that would be awesome, honestly I'd spawn it if I had the ID so if you have the item in you game posting the holotape's ID would help.

Same thing happened to me but i figured out how to do it, all you have to do is follow the institutionalized mission and you should get something called a "network scanner" (I dont know if you had it before following the quest, you should check) but you put the "Network scanner" into a terminal and that's how to can find Patriot (or you can use it to finish the institutionalized mission, but when you finish the institutionalized mission you still have the underground undercover mission.) after you finish institutionalized you get another quest which i believe to be the "institution path" im not sure because i posted this as soon as i figured out.

I can confirm that Vortex's solution works. I had the same problem (no encrypted message in inventory).

hehe, I found the I'd and spawned it in... use "help encrypted 0" for the id then "player.additem" for the item :P

i didn't have the encrypted holotape but i had the network scanner and it worked, thank you.

Its called a network scanner, it actually has a quick prompt once your zapped into the institute but yeah this took me a bit, you dont have to start doing any institute missions to get the holotape its just simply not called encrypted message its called network scannee for some retarded reason, bethesda overcomplicating things as usual lmao buggy ass game, but it has its charm
