Unfortunatly is a bug and Bethesda may fix it. But for now it does the trick.
Point your cursor (in the middle of the screen) so that an existing wire is highlighted, but the cursor itself aims at the connector you want to use as you press to attach the wire. You should hear an electric zap for the connection and be able to attach the other end of the wire to another connector as desired, even passing through walls (it often cause selection glitches to occur afterwards until you exit build mode).

It just adds some conduits to the workbench designed to pass through walls or floors. You place one on one side and then snap another to the other side. Violá! Nice-looking and simple.
Good feature I found, bought a Logitech G502 proteus spectrum gaming mouse, and on the side of it there's a dpi-shift button. Have set it to spazdiklee slow so I can have a wall panel selected, hold the button and it moves like 1 frame per 5mm on the desk so to speak, so I can put stuff exactly where I want it to merge with existing structures, like the back of the barn at Sunshine Tidings.
