The Castle and Starlight Drive-In Grayed Out
I can't send settlers from other settlments to either one, because they are grayed out and not selectable in the list of settlements. I also can't start new supply lines to them. I can do both things to any other settlement. I've been to both, and they're in fine shape, plenty of everything, not under attack, etc. The only thing these two places have in common is that they have my highest populations, I think 19 settlers each. Can anyone tell me what's going on?

Have the exact same problem. If I try to set up a supply line from sanctuary to starlight drive-in, it is grayed out. It does not matter which NPC I try to use. Same happens when trying to set it up from starlight to sanctuary. There are enough beds and food and water too.

You can only have 10 settlers + 1 extra for each point of charisma you have. So with 9 in charisma, you'll be able to have 19 settlers.

You can use the console command setgs iWorkshopSettlerPopulationMax [cap] (replacing [cap] with whatever you want your cap - before the charisma bonus is applied - to be), or install this mod[www.nexusmods.com].

The cap is probably there for a reason, though (and settlements are quite bugged already), so use the mod or the console command at your own risk (and don't use the big round TVs, they seem to cause serious problems as soon as you fast travel away from the settlement).

Found it out too. Used dress, hat and glasses for +5 charisma and then configured the route up :) tip for anyone else wondering what's up. Starlight for some reason (maybe I had equipped some +cha gear while I've been in starlight?) had population of 19 settlers and my charisma was 6. Sanctuary correctly had 16 settlers.

When a settlement is greyed out on the list, it is because that settlement can't accomodate any more residents (reached max pop based on my CHR). At least that's what its doing in my game. Sounds like whats happening in yours also since you said those two had your highest populations.

Not sure about supply line though because it still lets me send supply lines since the resident you appoint as "provisioner" resides in the settlement you appointed him from.
