Report a translation problem
You can use the console command setgs iWorkshopSettlerPopulationMax [cap] (replacing [cap] with whatever you want your cap - before the charisma bonus is applied - to be), or install this mod[www.nexusmods.com].
The cap is probably there for a reason, though (and settlements are quite bugged already), so use the mod or the console command at your own risk (and don't use the big round TVs, they seem to cause serious problems as soon as you fast travel away from the settlement).
Not sure about supply line though because it still lets me send supply lines since the resident you appoint as "provisioner" resides in the settlement you appointed him from.
