double check all of the inventory tabs. if they are all clean...definitely a bug.
do you still have mods in your inventory? mods take a lot of weight, store them in the workbench.

I didn't notice this occuring until well after I had taken the Strong Back perk. So unsure if its just a general bug or tied to the perk.
Anyone out this bug and has / doesn't have this perk able to chime in on this?
Kaleb. Make sure your inventory is completely empty in your PipBoy. If you still have weight you might have "invisible items" in your inventory.
Use console "~"
Type "player.showinventory" then scroll up and see what items are in your inventory that you don't see in your PipBoy. If there are any then us the command "player.removeitem" plus the itemID that is next to the item in the console and then add the quantity.
