It doesn't cover re-recordings, which Fallout makes plenty use of.

Many of them are re-runs from previous games however. Personally I've just given up on ingame radio because of annoying DJs, and gone with the combined experience from all of the games, plus addons from modpacks.
I actually don't mind the fact that they have songs from the previous games on the radio. Only something like 10 or so of them are from the older games anyway. And, it feels kinda good to hear some of my favorites like Butcher Pete and Civilization as I run around. It's a small thing that makes the world feel more connected to that of the previous games in my mind.
But, I've seen that there are already some radio mods out. Big music nerd that I am, I may give one a try to add more songs to the station. :)

This guy its actually right Bethesda is a small Indie company that sells a few copy of indie Titles yearly so give them a break guys they obviously lack the funds to put more songs in there
This "guy" knows what she's talking about. Very funny. Bethesda most likely has different priorities financially than licensed music in their games. A lot of resources go into world design and writing of the story. You're forgetting that Bethesda is also a large publisher that publishes titles developed by multiple developers, not just their own and their subsidiaries'. They're all on a budget and deadline, unfortunately.
Why did they reuse so many songs from Fallout 3 anyway? They should have kept the Ink Spots tracks, since those are pretty iconic to the series, and mined Conelrad for entirely new material.

Given the timeframe these songs are chosen from its likely all this stuff is in the public domain anyway - so no worrying about licensing and costs.
And more importantly, re-recordings (which a few of the songs are) by other artists count from that date, not the originals.
