Is there a bug in the WRVR broadcasting station?

Seems like you can get an extra radio station in the game. I saved Rex at the trinity tower and this is where he went back too but it seems like when you go inside two of the characters waiting for him said Rex is missing and theyre afraid of saving him when he's been inside the building the whole time after I saved him. Is this bugged? is there any quests I have missed out in here?

I ask myself the same question. In my case they "know" that Rex is safe but nothing else happens. They repeat over and over again that the WRVR is their "pride" or that I should listen their station, but I can't, the WRVR isn't available. In fact, the tower with the parabolic antenna is "off" and I haven't found a way to activate it.

if you read the note it says theres a relay tower thats interfering their broadcasting but i dont know if youre supposed to get a quest for it or find the relay tower and turn it off, i only found one so far but thats in the top of the map far away from the wrvr.
