Report a translation problem
As a test, I reverted to an earlier save prior to my visit to Hardware Town to teleport to Diamond City and it triggered properly.
I cleared all the surrounding areas before going into Diamond City and when it told me to see Abbot, he would just say he was busy. It's a simple fetch quest for some paint in Hardware Town. I had the mixed paint as well before talking to Abbot, so it's not like you can jump in the middle of the quest and trigger it.
I also tried console commands to get it launch, but to no avail.
Here's the console command to attempt to force Painting the Town to start:
Maybe it'll work for you.
Here's the console command to remove the "See Abbot at the Wall" from your miscellaneous quest list:
This at least keep your miscellaneous quest list clean.
