How do I get the key for the home Plate house?

Buy it from the mayor's assistant.

You need a permit, buy the house from the Mayors secretary (elevator at the entrance, before you actually load into diamond city). It costs you 2000 caps and she'll give you the key.

Can you purchase Home Plate LATER IN THE GAME? Like after killing Synth Mayor.

The only way to get Home Plate is to buy the permit from the mayor's secretary. If you kill the mayor during the quest "In Sheep's Clothing" she'll become hostile to you and obviously, won't sell you anything. I'd reload an earlier save and take a different direction. Either that or forget about Home Plate.

I got it from Geneva after killing the mayor.
